Here’s a new concept in retailing that probably won’t win over many shoppers: Officials at the Bay Street Mall in Emeryville, CA will be charging their customers to park. The rates will be based on the time spent shopping. Shoppers will be hit with an initial fee of $1 for the first two hours, plus another dollar for each additional half hour. Movie-goers at the 16-screen theater will pay $1 for four hours with a validated ticket. Bay Street manager Eric Almquist says the charge is to help pay for a multi-story parking garage that serves the 20-acre mall site.
